This is available as a limited term offer direct from CodeGear when you buy a full or upgrade version of RAD Studio, Delphi for Win32 or C++ Builder.
The Standard version does not include the source code, nor does it include export filters, the new end-user design component (QRDesign) nor Quickreport Professional's more advanced features. What it will allow you to do is reuse all that code and all those reports you previously created using the free Standard version of Quickreport that shipped on the palette with Delphi and C++ Builder in the past.
There is no upgrade from the Standard version to the Professional version. You have to pay the full price.
